Hi Farookh,
It is almost 3 years, I haven't touch BO, However this was the approch I used last time to create a new instance from the old one.
If your new instance is freshly installed means apart from default configurations, objects and user nothing is there then follow the below mentioned steps else import export is the best option.
1)Stop all the BO Releated services on old instance
2)With the help of DBA, get the CMS database backup of your old instance
3) Again with the help of DBA, restore this old CMS database on the new CMS database.
4) Copy the FRS from old instance to new instance.
5) Start the services in new instance
6) Login to CMC of new instance with Administrator account.
7)With in CMC Navigate to the server section and delete all the services. The services here must be should down/disabled and refering to old instance.
8) Create all the new required new services. Start and then enable it.
9) Verify the same services are showing in CCM as well.
