The code you have written is normally seen in OutBound Plug and not Inbound Plug, so I am a bit confused by your requirement. Also in EHP1, there is no code in the Inbound Plug.
Could you please check -
In the runtime repository editor, under Window-> SalesAreasEdit -> are the correct Inbound plug & Outbound plugs are maintained?
If yes, you could comment the code in the inbound plug, and see if all the navigations work as expected.
