transported objects do not show up

We use Upgrade Management Tools to do an incremental upgrade.

However, in our test the imported objects does not show up as the version in the source system.

1) do we need to make sure that object is NOT in use when it is  importing?

or

2) do we need to re-start certain services to make the imported objects visible?

or we need to do both above?
