First of all I think that having 8 codes that function exactly the same (Anybody with any of these 8 codes can release the PR with not a release sequence) it´s not a best practice. I recommend you to use only one code and then assign that code to the 8 users/profile in trx. PFCG
Now, according to your issue, you may check two tables in trx SE16N: T16FV (Release requirement) anf T16FK (release status). If you don´t have the codes and the sequence you assigned to your Releas Strategy in some of those tables you have to:
1.- If the RS is easy or has few codes creat the strategy directly in the Client.
2.- If you have many codes or the configuration is difficult or simply you can't configure directly in the client, create the RS in DEV client, then create the master data in QTY/PRD client, and then transport the configuration using the button "Table View">"Transport" (The button is in the "release strategie" customizing, is the first button in the main bar). Once you do this, you start to include each RS with the button "Include in Transport request", then go back choose as many RS you want to transport, and finally save it. You can check the content of the transport request to verify all the codes and the RS procedure were correctly included.in trx. SE10
If both tables have the data you need for your RS, maybe you´re missing something in the configuration.
